CLUT-row sub-allocator over a reserved band of ROWS VRAM rows.

Each row holds [CLUT_SLOTS_PER_ROW] 16-pixel slots tracked as a u64 bitmap, so a 4bpp (16-entry) CLUT takes 1 slot and an 8bpp (256-entry) CLUT takes 16 contiguous slots.
